Candidate must have 8 yrs experience in water resources. The candidate must possess excellent organizational, project management and time management skills and be capable of working independently, coordinating the work of subcontractors and staff, and interfacing with clients. Excellent communication and writing skills. Ability to travel. Candidate should have familiarity with regulatory agency permitting and compliance requirements (e.g., State Water Resources Control Board, Regional Water Quality Control Boards, US Army Corps of Engineers, California Department of Fish and Game, US Army Corps of Engineers, US EPA, etc.) and applicable state and federal water quality laws/regulations (e.g., Clean Water Act, Porter-Cologne Act, etc.). Experience in evaluating contaminants (both naturally occurring and anthropogenic) present in dredged material or sediments proposed for disturbance is required. The Candidate should also have experience in field sampling (surface water, groundwater, sediments), sampling plan and QAPP development, and statistical analysis of environmental data. Job Description: The Oakland office of URS is seeking a Senior Water Quality Specialist to serve as senior consultant for projects including water and sediment quality studies, permitting, regulatory compliance support, planning, and engineering for both internal and external clients. The candidate will be involved with nearly all aspects of project development and execution including client contact, participating on proposal teams, project and task management, and technical work. Responsibilities will include preparation of environmental documentation for water resources; regulatory program compliance documents; permit applications, project management/coordination; client/ agency relations; and field work. The successful candidate also will support marketing-related efforts such as proposal preparation and presentation. The candidate must ensure quality control, promote new technologies, implement best practices, and mentor junior staff.
